Because Crazy-Un won't necessarily do that because he sees failure to pursue the nuclear weapons program as an existential threat to himself, as he sees it as the only thing that is preventing the West from attacking him. If China were to cut off all trade, the regime would start to collapse. If that happened, who knows what Kim Jong would do, he's ****ing crazy and has nuclear weapons, and he's right on China's border.
. This is certainly true. As I said, there are no good options or solutions to this problem. China cutting off trade to NK *might* be the least bad option, but it could still be terrible, causing a giant humanitarian crisis, and could potentially lead to a limited nuclear war, or even just a conventional one where hundreds of thousands die. (North Korea doesn't need to nuke South Korea to kill scores, even a conventional shelling of Seoul could accomplish that).

That said, whining on Twitter is still a pretty pathetic way to get anything done. He acts more like an angsty teenager than a politician. If he was competent in any way, maybe China would be forced into action but he doesn't seem to know how to do anything.
