From what I can see it was down to just LA and Paris after every other city with a bid had dropped out by February of this year, yes, but the idea of a dual award where one city would get the 2024 games (likely Paris at this point) and the other would get the 2028 games was only an idea presented to the IOC President last year....

But, although it was down to just LA and Paris, and a dual award system was on the table, it looks like LA didn't necessarily want to go along with that deal. (Which doesn't make a ton of sense, pure gambool, risking losing 2024 outright and having to rebid against a potentially better bid for 2028. Even if they thought they were big favorites. I dunno, they must have had a good reason.)
Now on July 11-12 the IOC is going to finalize that dual award. The IOC wants it to tie up Tokyo 2020 and LA/Paris for 2024/28 giving them a decade of stability. LA is ready for 2024 or 2028, but Paris is insisting they can only host 2024. So it's likely going to be Paris 2024 and LA 2028.
What involvement Trump has in the meetings today and tomorrow isn't clear. It's possible he has gov't representatives there to work out some details that are likely present at any major games hosting affair, but poking his beak into this essentially done deal is great for him. Freeroll. He can take credit for "finalizing and completing the deal" or w/e and, with time, even those who point out that he had virtually nothing to do with the LA bid will lose to the brays of "Trump brought LA the Olympics" that you'll hear about for ****ing ten years.
