My summary:
- You don't have to be a client (so no standing requirement), but you do have to identify yourself (i.e. no anonymous complaints)
- You write a simple statement telling the folks responsiple for attorney discipline what improper thing you think the attorney has done, and providing any evidence you have regarding that conduct. That could include witness statements, statements made by the attorney, even things like newspaper articles. At this stage you don't need to prove the allegation, just show enough that the allegation seems credible.
- If the disciplinary authority finds the comlaint worthy of further investigation, they have staff attorneys who will investigate further. Attorneys can get in trouble simply for failing to respond to an inquiry from the disciplinary folks, so they have some leverage here.
