Something about the announcement that Mueller is investigating Trump himself put Pence over the top. Hiring a lawyer never implies guilt, but it does make a difference depending on some factors. The stronger the factors, the more the gap between likely guilt and likely innocence. But it's not zero.
I don't think his hiring of an attorney indicates his guilt but I do think it is a strong indicator he thinks others might be in serious trouble and is protecting himself.
If he thought there was absolutely nothing to any of this and all of it was baseless it's unlikely he would have done that at his point.
Alone it means very little but as you stack circumstance upon circumstance it becomes clearer and clearer some people are in hot water.
