No. The popular interpretation is ~10Kx the more natural reading of the phrase. The minority who even know about the technical sense should either suffer the horrors of reading the phrase in context, or come up with a new one.

Its incredibly ****ty that when stuff like this happens, instead of expecting a measured and sympathetic response from the President of my country, one of two possibilities will arise.

1) Use the erosion of democracy against his base at first. It will hurt those vile and destructive liberals, which will cause Trumpkins to cheer.

2) Take more than big baby steps. They won't even notice until it's too late.

Meh, CNN has been reaming him pretty good on the Muslim stuff lately. They see what's going on and have been receptive to the tactics he's using. I think we can add the morning and night (especially night) shows from MSNBC to the list as well. They have a really good idea about Trump's tendencies too.
