Not sure this is right, although having heard the speech this may be moot now: I think the US could also exit within 1 year by exiting the UN Framework Convention on Climate Change. But if you went that way, presumably you wouldn't renegotiating.

Which really probably means no intention of renegotiating, since I'm sure they understand the timing requirements. Or it's not a real exit. Who knows anymore.
