I don't think he was a success at governing, but he just sort of checks all the boxes with respect to contemporary mainstream (non-Trump) American conservatism. I first heard about him when Vox was describing him as a potential presidential candidate back in 2014:
He wasn't considered a "star" in the party because he accomplished anything in particular. If I'm reading that article correctly, his main appeal was that (before he got wrapped up in Trump controversy) he was such an overwhelmingly bland Republican (Troops! Reagan! No Gays!) that he had value at the national level because he'd be able to consolidate conservatives under a single tent.

Nah the causal arrow is backwards. Obama was weak and pathetic therefor he bowed to the Saudi King. Trump isn't, so they either won't believe you or tell you it's a out of context frame or Trump's just doing the business thing of showing respect, etc.
