He wasn't considered a "star" in the party because he accomplished anything in particular. If I'm reading that article correctly, his main appeal was that (before he got wrapped up in Trump controversy) he was such an overwhelmingly bland Republican (Troops! Reagan! No Gays!) that he had value at the national level because he'd be able to consolidate conservatives under a single tent.

Yeah if Kasich had taken the job Trump may well have been impeached by now.
