What are you basing your claim that the majority of the population of Sudan hate America on? What does it even mean to hate America? It's a country with an extremely diverse population of 300 million. You believe that a majority of the people in Sudan hate every single one of those 300 million people, or some sub-population of that 300 million, or the US government, or military, or culture, or certain aspects of the culture or foreign policy? What about someone who disagrees with the US foreign policy towards Israel and thinks Hollywood movies perpetuate stereotypes about Islam, but is a big fan of Lebron James and Steph Curry - would he count as someone who hates America? What exactly are you claiming? And again, what are you basing your belief on? Can you provide a link to some sort of population survey of Sudan to substantiate your claims?
Do you think this should be the general policy of the US government? To not admit anyone from a country where the majority of the population hate America? How should the US government determine that - by a telephone survey in every country in the world - maybe an online poll? We all know that public opinion can change pretty rapidly, so how often should they conduct these surveys? Maybe once a month, every three months, every year?
Do you think this would be a logical policy? Let's imagine a Sudanese man with family ties to America -

"But I'm not involved in politics at all, I don't have anything against your country, I don't speak for the majority of Sudanese, in fact I haven't even been there in 15 years, I'm living in Britain, I just want to come to your country to visit my father in the hospital and spend time with my nephews."
