I'm not sure what you mean by sunset but it definitely adds to the deficit, a conservative economist said so on NPR this morning.

There is absolutely no way that the one-page "plan" passes even the House. Just picking on one item in particular - there is no chance that House Republicans will pass a plan that removes the deductibility of state and local income taxes.

There has been too much noise historically (from the Republican side) about the heinous crime of double taxation in the corporate context - "How can you tax dividends when that income has already been taxed at the corporate level?". Same thing is true if you remove state and local income tax deductibility - you get taxed on the same dollar of income at multiple levels, without any credits/deductions for the taxes paid at other levels.

There's not even a point discussing this one-page outline, because nothing like it will ever pass the House. Let alone the Senate.

Well often it has a meaning but that meaning is the exact opposite of the meaning human beings generally attach to the words. e.g. "We will help middle class americans" means "prepare your butts for the poverty line losers".
