it reminds me of the terry gilliam movie 13 monkeys where the future scientists are kinda ****ty and they keep sending people into the past slightly wrong, and they're sending future trump's thoughts 5 years too early so that they're totally useless except to make him look like an even bigger fool

Ok. So you're referring to the CWC treaty. If you actually read it properly, you will see that chlorine is indeed forbidden by the treaty if used as a weapon. And of course Assad didn't get rid of all the sarin as we have just found out despite the Obama administration asserting that he did.
