He already has nukes, what he lacks is the delivery system.

I haven't played Civ in a while but I think that's far down the tech tree.

Paying them to stop rattling their sabers is literally funding their nuclear program. It's not like Kim Jong-Un is hurting for cash or food, he's going to keep quietly working on nukes until he either has a successful miniaturized warhead or is killed.

I'm not saying the solution is war where SK suffers massive casualties, I'm saying it's not trying to appease NK with money. Ideally we'd have China throw their weight around and try some good old fashioned diplomacy but this administration doesn't seem super great at talking to other countries.
