Neither. Germany got rebuild pretty fast due to the Marshall plan and it being a industrialized country long before the war. As for Japan, it didn't have to rebuild that much and also was a industrial power before the war.
North Korea on the other hand is a country that isn´t even able to feed its people in peacetime. And the people got brainwashed for more then half a century, there is no viable infrastructure, no industry, and many things we just rarely know because the West doesnt care about NK at all.
The open secret is that nobody wants Kim to go, since nobody wants to feed 25 million starving North Koreans.
East Germany is still a economical struggling region even though the reunion was more then 25 years ago and billions were spend to rebuild what the soviets de-industrialized.
