I agree with bobman's post. Making it expensive to them is some deterrent (same as with crimes).
Obstruction has other (much bigger, imo) benefits. This is the norm that gets stretched to breaking point - if it's standard politcs then limits to obstructive behavior apply, when it's trump & co then pretty much everything that can slow them down is good.
