The Wikipedia page jman linked links to IARD wiki page that says:

Preparation:
IARD exposes regular officers to increased risk, and is made possible by additional training and equipment.[2] Officers may be provided with additional body armour, including helmets and ballistic shields,[3] to be used at the crisis scene and not during regular duties. The equipment must be easy to put on: excessive time spent gearing up may forestall a decisive intervention.
And later under Rationale:
However, as many schools have developed lock-down protocols in the wake of incidents such as Columbine, the increased risk posed by IARD may become inappropriate in such cases where the venue itself has already contained the shooter's movements and reduced the number of exposed targets in their locked down posture.
Again, even armies, including crack teams like SEAL and US Army Rangers don't tell soldiers to go in an unknown situation alone without additional intel. A policy that demands civilian officers to jump into unknown situations without backup and without regard for his personal safety defies common sense.
This is a super stupid point to concede because if you concede that the officer could have done something, then the real solution, which is to ban AR-15s, immediately gets off the table (politically) and we get into this stupid situation where we're asking SROs, whose primary job descriptions, as linked earlier, are basically telling them to be police mascots at school and almost certainly lacks regular training in the use of his firearms, and probably self-selected into jobs that are less likely to get him shot at, to become heroes. It's a stupid solution.
To put differently, you concede this stupid point and the NRA will say it's the coward's fault and the solution is to give teachers more guns so someone can be the hero. Which is just stupid for reasons already mentioned in the thread.
What we need is banning AR-15s and other assault weapons (and dumb mass produced tools to modify semi-autos to autos) so that the damage is limited AND that the officers feel safe enough to act when 2 more deputies showed up.
