Real answer: Through a lot of hard work and careful planning. They've seen the demo shift coming for 25 years, maybe they saw it before even the Dems. They got ALEC out there writing model legislation and actively participated at the state level in getting deplorables elected and districts favorably gerrymandered. They recruited and groomed deplorables for clerkships and court seats at the state and federal level, who then upheld their obvious efforts to legalize voter suppression and get money defined as "speech" to further corrupt the process. And they helped turn a fledgling cable news channel from the 1990s into a 24/7 bullhorn for deplorable ideas which has become, essentially, state-run media and #1 in its genre and made it OK to be openly Jim Crow again.

And somehow, few of us saw this coming and fewer still knew how to counter it and nothing seems to change. I have little hope, personally, that we're not destined for minority rule going forward because of the way the Constitution is structured + more and more people (imo) will get sick of living under deplorable rule and decide to move to blue states/districts, further compacting them and diluting progressive voting blocs.

If this is correct, then the likely voter models will be underestimating Dem turnout. (I read the chart as voters with a 9/10 or 10/10 interest in the midterms.)
