I can't tell if this is the worst-designed font ever or if the person writing this replaced the zeros with capital Os for some kind of dramatic effect

It's definitely the latter; look at the capital Os in PATRIOT and Official, and also the zero in the CONTRIBUTE $xxx buttons (actually the buttons are a good spot to see the two characters close together).

So call your Republican Senators and tell them to re-open the government immediately.

These are trying political times in America, but rest assured that the Democratic Party is working hard for all Americans and we want to get back to the business of responsible governing and fighting for better wages and better healthcare. We hope the president will stop this madness and join us in that work.

I think Burger King "purchased" Tim Horton's but then based the whole operation (the merged company) out of Canada, and that company is majority-owned by a Brazilian company. So there's a lot of potential angles of blame here.
