Yeah, this is such a golden opportunity for the Dems running for 2020... but especially Buttigieg as a mayor. If I was his speechwriter/campaign manager, I'd be doing my best to get him in front of as big of a crowd of possible with as many cameras as possible, and make sure we had HD footage from 3-4 angles include crowd reactions... then, during his stump speech... Or during a Q and A town hall style, when the question popped up (and I'd make sure it did obviously)...

I know about growing a city and creating opportunities for long-time residents and newcomers alike...
I know that immigrants make our communities safer, immigrants make our communities stronger, and immigrants add to the fabric of our communities and cultures. They can make the day-to-day experience of living life richer and more fulfilling, and we can do the same for them.
Just as importantly, they're hard workers, determined to build their American Dreams from the ground up... So when this president says he wants to 'dump' immigrants in liberal cities to punish them? Well this mayor would say, 'Thank you, Mr. President... This is a blessing for our city!' And to the immigrants, 'Welcome to America! I just know you're going to live it here...' Or, 'Bienvinidos a los Estados Unidos,' or... (proceed to rattle off some of his many languages).
Because it's not a liberal or a conservative idea to welcome immigrants, it's an American idea... So if the president thinks he's going to "punish" us with immigrants, he's got another think coming, because we will proudly take in the tired and the poor... While they may be his wretched refuse... they're our huddled masses yearning to breathe free!"
Something like that would go viral so quickly, get so much free media, and resonate so much with the base that he'd probably snag 5 points in the polls - which is huge for where he's at... And you could cut it into one hell of an online campaign ad. Picture the style of Bernie's 'America' ad, with Pete's speech cut up with shots of scenery around America, people welcoming immigrants, immigrants opening businesses, highly successful/famous immigrants, etc... Drop some lower third IDs including their name, company they started, number of jobs created, etc...
