This is a fair point. I am obviously projecting into the future when comparing him to someone like Kissinger.
However, war is not the only way for a president to cause human suffering. Trump’s attack on democracy itself can easily result in greater suffering than any war. Like it or not, the US is a lynchpin in global geopolitical stability and its erosion will lead to greater famine, poverty, war and sectarianism.
Kissinger was SoS or NSA for 10 years. Trump has been in power for two years. It's a speculative comparison but trends do not look good for trump.
