Thing is that the news on Trump cycles so quickly that people can barely remember stories from a day ago, let alone two weeks ago. Even people who follow things closely forget or aren't even aware of a whole lot of news that went under the radar. You're bombarded with story after story every day so it's nearly impossible to focus on each one enough to retain the information.
Most of the country is either apathetic about politics or votes once every four years and doesn't think about it for the next four years. It's pretty much the way America looks at soccer. Every four years, they cheer for the US soccer team because they were told to do so ever since they were kids. When it's over, they say that soccer is for **** and real men play football. Pretty much everybody else doesn't even bother paying attention.
Your typical American may catch a headline in passing or overhear some conversation their co-workers are having but otherwise they keep their heads down and focus on other things. To be honest, I don't blame them. Most of what's happening in the world either doesn't directly affect them or does so in such an abstract way that it's nearly impossible for those people to detect it. Watching the news for those people is a masochistic activity. I mean I don't think there's ever been a time where I watched the news and walked away feeling happier than I did before watching it.

The overall approval is certainly a lie. However, the GOP approval rating is pretty consistent with previous numbers. I suspect that somebody in the administration told him what he wanted to hear and he immediately tweeted it without asking what the source was.
