She would be up against someone who insulted and social mediaed his way to the presidency (which turns out is an effective strategy even if you are a moron) and she is terrible, literally terrible at both of those things. She also isn't that likeable or charismatic.

She is smart, highly competent, has mostly good policy positions and would make a great president. I'd take her in a heartbeat and she would be one of my top choices of the candidates we know of to actually be president. But in 2020 those things literally don't matter regarding her electability. Last election was the "most qualified presidential candidate ever" vs. a literal brain dead moron. If you haven't learned from that then I don't know what to tell you.

It helps keep rando lefties from offering up no-hope free college or M4A legislation that would be tough votes for more moderate Democrats without including pay-fors. It doesn't bind the leadership, who can just waive PAYGO, but it does create a neutral procedural basis for Democrats who don't want to consider a bill to shoot it down.
