coming right out and saying you'll just do the natl emergency thing is so dumb from a negotiation perspective. 100% of your leverage comes from the actual threat of another shutdown and the dems fearing that somehow the political blame will shift to them this time.

once you take that off the table, there's just zero incentive to concede anything.

Don't think Trump is bluffing about the national emergency.

He's sensitive to how the Ann Coulter types are reacting, and he'll want to show them he's still pushing for the wall. Democrats aren't going to agree to a bill that allows him to save face, so he won't have any alternatives.
