Cliffs: They are likely picking the low hanging fruit that they think they can easily prove. Conspiracy type charges would be much harder to successfully prosecute. It doesn't mean they couldn't go back for more fruit in the future.

The rationale is probably witness tampering by threatening violence is not nonviolent. But yeah man, seems like overkill to me.
