In a normal investigation yes, in one that is 99% political I think it is counterproductive and let’s the perpetrator off the hook, everyday he sits in office he gains legitimacy. People think Mueller wouldn’t sit quietly, silence witnesses and let Trump run (or now shutdown) the country when he knows Trump did something really bad, must not be a big deal. When Mueller finally does release his report, they will say we have an election coming up, let the people decide. So basically let Trump skate through his first term with this approach.

Nobody cares about taking down Trump stooge #87 for lying to Mueller like in a normal investigation, that is immaterial in the grand scheme.
