Looks to me like they're protecting Maduro from any possible insurgency. Russia won't let him be overthrown. Balls basically in our court whether or not we want another proxy war, this one in our hemisphere. The smart move is probably not to get into a proxy war, but to take in a ton of Venezuelan refugees since the country is going to go even more to **** now.

Obviously Trump won't do that, so one way or another this is a very bad ongoing development as Russia continues to ramp up its presence there.
