Way off base. Even when Mexico's Judicial Police are following the law they're much scarier than a corrupt American cop (from a white person's perspective). And Mexico isn't even one of the places I've had bad experiences with cops.

I saw outside of the new Braves' stadium a drunk white kid struggling with the police as they were trying to cuff him. Once he stopped thrashing they sat him down against the wall and a cop knelt in front of him and gave him a fatherly pep talk as I stood aside and watched aghast.

If the kid were black he would have been bleeding by then, and would probably still be in jail. I'll bet the white kid faced misdemeanor charges for public intoxication at worst.
