Classroom teachers could not serve as armed-and-deputized guardians, nor could other instructional staff covered by ***’ contract with the *** Federation of Teachers.

The vetting process for deputized guardians would include an interview, background check, drug screening, psychological evaluation, evaluation by sheriff board review panel, and an in-depth discussion by the applicant with the school principal.

Participation would require 176 hours of training (five weeks) on weapons handling, tactical decision-making, “shoot-don’t-shoot” scenarios, first aid, and avoiding racial discrimination. Deputized guardians will receive 20 percent more active-shooter training than current law enforcement professionals.

Deputy Guardians would serve as one of four layers of school security to include more police resource officers, secure buildings and active-shooter drills in schools.

Deputy Guardians would have no police powers other than to respond to a school assailant with deadly force. Preference would be given to volunteers with police or military work experience.
