Germany has the ideal setup imo.

They can only get heroin from designated government run facilities. Not every city has this either due to funds wrt smaller cities or by choice (Munich).

The places have a database on each user and they only use on their property with their equipment. They take their dose, sleep a bit at the place and off they go.

I think Amsterdam has a similar setup though I'm not sure about the details like I am about Germany.

Anyway it keeps all of the hard drug use in one small area of the city, provides sterile equipment so people aren't sharing needles, spreading diseases and littering outside with their needles. It also reduces property crime as people don't need to steal to get their fix. It is completely sensible and has huge benefits.
