Under this regime you encourage people to have nominal primary jobs just to avoid taxes on the jobs they actually enjoy doing and are probably good at.

It also may not seen obvious to you, but recreational gamblers require the services of law enforcement to have a safe environment to gamble in too.

I haven't thought this whole system through though (obviously, since this particular piece is really not all that important to me) so don't do the whole "pvn" thing where you want all the intricacies of how this would work in real life. If you really don't understand my overall thinking here, I'll explain that again.

Nope. I don't know how it would work. I know that will drive you crazy because you have this weird obsession with micromanaging everything like simcity and the idea of people just doing what they want all willy nilly probably keeps you awake at night.

No, there's no hypocrisy here. You're the one with a big huge master plan so it's pretty fair to ask how your plan is going to work if you expect anyone to take it seriously.
