Depends on what type of pen the assailant is using. My limited googling gave 461 psi as the pressure needed to puncture skin, and 1 mm^2 as a good approximation of the area of a ball-point-pen.

1 sq in is roughly 645 mm^2 so you need 461 lb / 645 mm^2 multiply by the area used, 1 mm^2, and you get the answer of approximately

0.7 lbs of force

Well, the wheelchair bound will certainly need all that extra upper body strength for that one.

FWIW, I did a class on "Inmate Weaponry" last week, and my training materials from it listed the force required at 1.2 Lbs.

He needs to make sure he locks out his wheel chair or a lot of the force will be wasted as movement in the opposite direction. Unless he's stabbing downward. Of course the officer could have, you know, tipped him over, but that's kind of degrading so I understand why he didn't do that.
