I was wondering about that. It was pretty early in the video that the cop said that the guy had previously swung the club.
So the story that the club was swung was on the record early in the incident (as opposed to added later on when someone might have the incentive to make up a story to embellish their case)
At the time it was said neither party had any reason to believe this incident would become a showdown between two stubborn people, so there was no motive to just randomly make up a story.
Just because it wasn't caught on camera does not make it untrue.
Given the timing of the claim a reasonable person could assume there is a good chance that it happened.
Police respond all the time to events that were not recorded. They would fail at their job if they had to verify that there is film evidence before they could intervene.
There is more to this case than what is on this video.
