I don't really understand what you're saying here. He outlines some policies about development he's in favor of, but since they're not currently nor have they ever been the policies in put place by city/state government, it's difficult to trace current problems back to "policies he supports". Example, repeal 421-a (tax break to developers) and use proceeds to subsidize/build affordable housing:

But it is because of funding, and Cuomo opposing a millionaires tax (a bizarre position for a liberal in a solid blue state, though we all know Cuomo is a pretty fake liberal) is an example of why NY suffers from funding issues.

I was the only one watching the World Cup at a brew pub in Humble. A bunch of people were watching some NFL replay of a Redskins/Cardinals game. A notorious French criminal serving 25 years for murder made an audacious escape from prison Sunday after a helicopter carrying several heavily armed commandos landed in a courtyard, freed him from a visiting room and carried him away.
