No, westmoreland is reporting, just not by precinct. The needle works by analyzing precinct results. Effectively the needle is based on the results not counting westmoreland right now. Edit: But it is extrapolating westmoreland results based on everything else, so it may not be that far off, its just far less reliable then it should be at this point.
