A man in fear for his life because someone is running away from him has no business being a cop.
The job of cops is to protect and control. In particular, to prevent violence. Even if "justified", shooting someone is never a good outcome for a cop, because it means that basic policing failed, even if the failure was someone else's fault.
Shooting someone in the back is pretty much always criminal.
