I can appreciate that and had he had have been part of the contingent that fired into the car before he hopped onto the bonnet, I'd be less skeptical but jumping onto a bonnet and firing at close range is a pretty specific action that requires a certain mobility and element of decision making. Iirc he seems to remember being in fear of his life, which is understandable and maybe he acted upon this fear. But to claim he actually has no recollection of doing this doesn't ring true to me. Cops are trained to a degree wrt the use of force and handling hairy situations. They're trained to process and evaluate such situations better than the average Joe/Jane.
While anyone in such a situation would very probably have a fuzzy recollection where things seemed blurred, I find it hard to believe an actual memory blackout.
Even if he's telling the truth, at best you have an armed police officer suffering memory blackouts whenever he's called upon to protect and serve. That wouldn't sit right with me and the guy needs to be evaluated if that's the case.
