No it isn't. It's because the choice offered in the poll requires a single decision on who is "most responsible". Opponents of Trump and Republicans might blame them both but the poll forces them to make a binary choice.
Perhaps the most obvious demonstration of this is
the YouGov poll from the 2013 shutdown. When respondents were able to give multiple answers to the question of who was most responsible for the shutdown the responses were as follows:
- Democrats: 28%
- Republicans: 53%
- Obama: 38%
But when respondents were limited to a single answer these were the results:
- Democrats: 6%
- Republicans: 45%
- Obama: 30%
The method used to ascertain the results is far more important than you're giving credit for.
