she wasn't really committing fraud in the common-sense understanding of the term in all likelihood. My guess is she was unaware of what the residency requirements were.

Oh that's harch. So the military is like a state within the state with it's own set of laws.
Or are they just rules? Can regular courts overrule the military courts?

Yes, the military has its own laws, called the Uniform Code of Military Justice. There are eventually appeals to federal appellate courts but they apply the military's law.

Military Police don't screw around either, they are armed to the teeth compared with regular cops.
