Not remotely true. This meme got started because of some bad science where urine under particular but common culture conditions wouldn't grow anything, ergo totally sterile. If you add a bit more pee and a bit more time, you get plenty of bacterial growth from urine, not to mention that in the last 20 years or so, DNA sequencing technology has revolutionized what we know about bacteria, where they live, etc. because now they can be studied without being cultured, which was previously the limiting step. What we've learned is that basically nothing is sterile. Even that flask you just got out of the autoclave could be suspect. But on top of that, your urethra definitely isn't sterile, and even if you stick a sterile needle through someone's abdomen into their bladder to extract the purest, freshest urine possible (yes, this was actually done on people), it's still not sterile.
