People have to understand that this is becoming SOP for school shooters. One thing we know is school shooters often study previous shootings. Pulling the alarm is in playback.
You know when a fire alarm goes off and most of the time people think it is a false alarm. Most people don’t immediately think fire get out, because most people have only ever experienced false alarms.
Anyways this just escalates to future shooters setting actual fires to support the alarm and get everyone panicked and running so they can be shot.
In the possible scenarios (fire, shooter, false alarm) which one is the most time sensitive? I don’t know. My guess is shooter.
