It almost certainly means that:
1, they are not on any terror watch list
2, they are not in any criminal databases
3, they are not in the drivers license system
4, they are not on facebook
as the first thing the FBI would have done is fire off facial recognition in all those sources over the last couple days expecting to find a match. Which it almost certainly would have done given the state of facial recognition software today.

If the FBI cant find them I would be surprised to see crowdsourcing like reddit or chan do so. It probably comes down to someone who knows them recognising them and if it takes more than a day that must surely mean they are foreign and flew in for the attack.

The day prior someone bombed a public event. Not something something. There is only one something and it happened the day prior to that picture.

I am not sure what to tell you other than you have a poorly thought out idea of what should be happening here. Which I am guessing at here. Because I don't think you're gonna offer up some other idea as to what would be a reasonable response to a terror attack the day after?

It's not just about the ID. While the ID does help get some information I would imagine it is mostly the conversation they're having that is important.

I really just have no clue. They could be incompetent weirdos and the FBI is just trying to make them make as many mistakes as possible before they snatch them up or they could be part of a well-planned foreign group that had a plain ticket ready for hours after the bombing and will be sitting in some safe house somewhere for the next 6 months. Or somewhere in between. It's tough to get a read on how desperate the FBI are too.

They are from a country that is not in good relationship with USA. They flew in with fake passports, do their thing, fly out..... there isn't much chance that they can get them is it?
