There's nothing in here really suggesting Comey was too hard on HRC. It's the opposite.

I don't think this is the most persuasive reading, but look betond the text. This is obviously put together in a panic to fire Comey ASAP. Why the rush if it's just to go after Hillary? Find a replacement, have Comey resign to spend time with his family, and bring in whatever hack you want. This is more urgent, which means it's about Russia (or maybe a new corruption scandal!), which means they want to have dupes and trolls being able to give the reaction ably showcased by awval ITT.
