There's also plenty of reasons that the Trump team (if they are truly the originators of the attack, which I also don't accept at face value) would want to appear as though they are willing to strike a Russian ally. You realize the whole administration is under investigation for being connected to the Russians, right? (I TOTALLY BELIEVE IN THESE ALLEGATIONS, FWIW.)
So far, it has been a relatively minor strike. This is easily the kind of thing that could just be smoke and mirrors to distract from appearances that the administration is too soft on Russia.
