Well, we start with the a priori knowledge that all humans lie a little (white lies grease the wheels, so to speak. Try imagining a world where all statements and questions and answers are honest (have you seen the movie Liar Liar?), people would be offended with each other constantly... things would not run smoothly to say the least.)
So no one is getting a perfect score on honesty, the question I ask is how far do they deviate from the norms of (lying) society? Do they lie about small things, or tell huge whoppers? Are their lies criminal?
People
do say whatever it takes to get elected. But when they make outrageous lies it doesn't necessarily increase their chances.
