Saying that I would consider it is not the same as saying I would not ban.
I haven't dealt directly with scam/ban-type stuff on 2+2 as other mods. So if this poogs thing goes on longer then I would likely consult with other mods to see what the current line of thinking is on this type of stuff and would consider it.
What I've seen from just surfing around before is that some of the scammer types are specifically NOT banned by mods simply because it is easier for the person who got scammed to still have that line of communication to give them that chance that they still might be paid eventually. Doesn't happen with many scammers of course. But the idea is that you don't like to shut the line off for the one person who actually might have gotten paid back. (that aspect is probably not as relevant here since poogs and chronic have each other's email).
There are different types of scammers also of course. Those who are on here specifically to get into the different transfer threads with perhaps full intentions of scamming. And those like poogs where the intentions might not have been so clear and they ended up doing a scammy type thing in the end.
Welching on a bet...or just hemming and hawing on the payment that wasn't escrowed...is perhaps something to handle a bit differently than the transfer-thread scammers. Maybe it isn't though. I'm not entirely sure.
I'm not making these rules myself. I'm pretty much going by other mods who are really in tune with how this stuff is done on here and they have their own logic.
Banning poogs now would be ridiculous. Banning him in 5 months if he hasn't paid can be considered (as I said) but if he hasn't even returned to 2+2 and/or isn't trying to scam others then there isn't much point to a ban.
And I don't think any of the mods would jump in to contact poogs directly to say, "hey, I know you told chronic you were going to pay. But I wanted to ask you as well...are you going to pay?" But again, perhaps I am incorrect on that as I don't follow scam-stuff elsewhere on this site all that closely.
