OK the odds aren't 9 quadrillion to one if you know what you are doing but they are extremely slim. You would have to be an idiot if you selected any of the #16 seeds to advance to the round of 32.

So, let's assume that you can send a bracket as 63 bytes, one byte per game. Also assume we live in a neighborhood with google fiber where you get 1000 Mbps. It would take you about 2200 years to send that file, so I recommend starting now.

How did you get the odds from 9 quintillion (all coin flips) down to 1 billion? Did you assume a fixed % win for all favorites (would need about %72), or did you weight some games as huge favorites and others as coin flips?

That would be a reason to shoot for a ticket that splits with perhaps a thousand. But not a reason to go for all favorites where you split with 100 times as many while only increasing your chances by perhaps a factor of ten.
