from experience, I know that once something is considered in "final" state, that that is how the bets/games are paid out. certainly also true for things like DFS & fantasy sports (NFL, NBA, EPL, etc), once the game goes official/final then that is how the scores are confirmed and then paid out
if it was not finalised by whoever provides them their horse racing results, then you might have a better chance of getting paid out
it will should all be listed in their TOS / T&C anyway
again, it would be nice if they paid both sides, but they are most likely not likely on the hook for this. if you get no where, you can always complain to their regulator, but their regulator might have the same response
