Yes, the certified official winner of Wisconsin (not a faithless elector scenario or whatever, grades on the certified winner of the most votes in the state based on final vote count/all recounts exhausted/etc).
You can have 3 to 1 on Trump flips ANY state if you want alternatively from the 'current' results (eg, Trump officially certified as receiving more votes in any of GA AZ MI WI PA NV etc after all recounts/when vote count is final - again this is certified winner of most votes in the state, not including any faithless elector scenarios)
Any opinions you have re voter fraud irrelevant to the grading, it is graded on the official vote count who has more votes in the state as of the result of that state being certified after all recounts are finished. If it's Biden I win, if it's Trump you win, if it's any other scenario (eg state rules they can't determine who won, there are faithless electors who vote against the state's official winner, no results are ever certified etc) it voids
