6handed UTG+1 with 2x BI to start the hand raises 3x, I hold two 4s on the small blind and 1.5x BI

I prefer flatting this deep for set mining purposes, but do we change that strategy with a short-stacker to our left? If we flat should we always call the shortstackers shove or does it depend on his vpip stats and if so how?

BB's shoving range vs a UTG +1 raising range is not very wide.

I'm snapfolding 44 on SB against UTG opens most of the time, even more so with a shortstacker left to act.
