Why don't you just assume he has a set and do the math yourself. (i'm not saying that fe is 0 just that it's low)

Flat and play a turn. Implied odds are there with fish. Tag prob does have a set or 2 pair and you really want the fish in fro protection.

If you had fold equity I would opt to shove. But in this situation I think you are best off calling the raise and hoping that the fish tags along. In a multiway pot this raise doesn't look like he is going anywhere to a shove.
