Why did you not raise the flop?!?

As played, fold river I guess.

I did not raise because my range for raising these flops excludes air. my range would be sets + combo draws. vs this range PFR is folding Qx and even KK/AA would be an ok fold.

Plus there is another guy who is sitting behind me that can out a raise/call here. But if I raise he is gone like 99%.

And if I have FD on like JT in this hand I am not raising most of the time as I want all Villains to continue.

this is fine reasoning imo. whats ur thoughts about ur small river bet? im not saying its bad but it really makes me wanna call now since i believe he has JJ or TT here a lot. a flush draw is much more likely to keep betting the turn than c/c imo

I bet small as I don't see hands calling 2/3 bet on the river. Obviously QK calls, but apart of that nothing else. Considering how he played he might donk QK on the river as I am checking behind my Qx. Advantage of the donk is that he might choose size of the bet. If he is donking QK here and I raise he can fold quite easy.

I also believe that he would bet turn with most of his FD. If the worst FD he can have is like 78 (pfr 18% EP, in reality I think it is less), than my 66 = 78 as he clearly presents flush here.
